On last Tuesday, 26th of November 2019, a hearing was held between the Conservation Working Group represented by ICEL, WCS, and PILI, with the Legislative Body of the Indonesian Parliament which was attended by 25 of the 80 members. On the occasion, the Conservation Working Group conveyed the urgency of amending Law No.5/1990 to address biodiversity conservation issues, including the challenges of law enforcement and the need for protection of traditional knowledge and genetic resources. As for the opinion of the Conservation Working Group, it received a positive response from the members of the Council present, and for this, the Legislative Body committed to submit a discussion on amendment to Law No. 5/1990 into Prioritised Prolegnas.
As Christina Aryani said, “It is our duty especially as the DPR in the Legislation Body to include this into Prioritised Prolegnas. Because the threat is real.” Support was also conveyed by Taufik Basari from the Nasdem Party Faction, “The Nasdem Party Faction supports this bill being included in the National Legislation Program because there are needs related to the development that must be accommodated by the amendment of the Act, also responding to increasingly complex global challenges between humans and other creatures,”.
In response to the members of the Council, Raynaldo Sembiring said that, “It is hoped that Law No. 5/1990 can be a good legacy from the current DPR. Facing the challenges ahead, the amendment of this law will also be a good law for the development of the 4.0 science and technology-based industrial revolution, namely to produce pharmaceutical innovations, and various other technologies, in addition to strengthening the protection of society through regulation on access and distribution of the benefits for utilising traditional knowledge of genetic resources.”
